Stebbing Parish Council commissioned on behalf of Uttlesford District Council (UDC) an Assessment and Management Plan (the “Plan”) of Stebbing Green in order to determine its suitability for designation as a Conservation Area. This arose out of work recommended under the Stebbing Neighbourhood Plan 2022.
UDC have now started a consultation process to ascertain if the green should be given Conservation Area status.

Those of you who live in and walk around Stebbing will know that the village itself is generally kept free of litter, thanks in part to the bi-annual village litter picks. However, the country lanes and byways leading into and out of the village are not so fortunate. These areas regularly see cans, coffee cups and fast-food wrappers left behind, often thrown from passing vehicles.
It has recently come to the Parish Council’s attention that a Stebbing resident was fined £100 for littering in one of the village lanes by Uttlesford District Council (UDC), after being identified on CCTV. This demonstrates that the authorities will take action when evidence is provided.
So, if you are out walking around the village, please consider picking up discarded litter, even if it is just one or two items to place in a bin. Every little helps, and evidence suggests that areas kept free of litter are less likely to attract further waste.
If you witness anyone littering, or find litter nearby, please try to obtain evidence without getting into any confrontation or danger. This could include CCTV footage, doorbell cameras, dashcam recordings, mobile phone photos or even receipts found within the litter (it does happen!). For anyone who discards litter for any reason, please be aware that the village is increasingly covered by CCTV, doorbell cameras and dashcams on vehicles. As a result, it is becoming more likely that offenders will be identified and prosecuted. Fixed penalty notices for littering range from £75 to £150, rising to a maximum fine of £2,500 if ignored. Fly-tipping is a criminal offence and can result in fines of up to £50,000 and a criminal record.
