ECC Food Recycling Project 2026

The Essex County Council (ECC) Behaviour Change Savings Programme is funding a countywide campaign to increase household food recycling. The campaign is based on WRAP best practice, previous ECC-funded projects and findings from a recent Essex-wide waste composition analysis. This analysis found that more than 30% of material in general rubbish bins in Essex is food waste (with Uttlesford being as high as 37%).

Approximately 400,000 households across nine participating districts will receive:

• A ‘Keep this bin fresh’ sticker for their general waste bin
• A ‘Power Up’ food recycling information leaflet
• A free, one-off roll of 52 compostable food caddy liners

The physical materials will be supported by a countywide communications campaign delivered through Love Essex and participating Waste Collection Authorities (WCAs). D2D Distribution Ltd will deliver the three physical items to participating households: the leaflet, liners and bin sticker.

Participating councils:
The campaign will run in areas that have:

• Wheeled general waste bins
• Weekly food recycling collections
• General waste collections at least fortnightly

The nine participating councils are:

• Braintree
• Chelmsford
• ColchesterEpping Forest
• Harlow
• Maldon
• Rochford
• Tendring
• Uttlesford

Timeline:
August 2026
Pre-campaign communications begin. You may have seen some Facebook posts go out already, and the website also has a dedicated section: Brown food recycling caddy - Uttlesford District Council

September–November 2026
Campaign materials delivered to households, alongside supporting communications activity.
Uttlesford deliveries will begin during the week commencing 14 September 2026.

November–December 2026
Non-participation letters may be sent to areas where low participation has been identified and where WCAs are able to support this. To be confirmed.

December 2026
Data collection, project review and completion of any remaining deliveries.

Measuring success:
ECC will assess the impact of the campaign by comparing food recycling tonnage from Waste Transfer Stations with:

• Previous performance
• Performance in non-participating authorities
• Other indicators, such as an increase in requests for food recycling caddies

Listed Buildings and Conservation Areas - Energy Efficiency - Your Planning Data Base

Cllr John Evans, and Portfolio Holder for the Environment & Climate Change, Cllr Neil Reeve, supported by UDC Heritage and Climate Change Officers, have undertaken work regarding guidance in respect of Energy Efficiency in Listed Buildings.

CALL FOR SITES

STEBBING NEIGHBOURHOOD PLAN 2022 – REVIEW

The new Uttlesford Local Plan 2021-2041, adopted in March 2026, requires additional housing to be provided in the Parish between now and 2041 to meet forecast needs in line with National Policy and District requirements. As one of the designated ‘Larger Villages’ under the Local Plan, the Parish Council is required to identify and allocate sites to accommodate at least 98 new dwellings.  Apart from the obligation to be in conformity with the Local Plan, the review of the Neighbourhood Plan 2022 will also have to be consistent with a revised National Planning Policy Framework (NPPF), ie national decision-making policies, which are expected to be published later in 2026.

As a consequence of the above circumstances, Stebbing Parish Council has issued a Call for Sites as part of the preparation of a review of the Neighbourhood Plan. The form is attached below.

The Neighbourhood Plan is able to influence the location, size of developments, size of houses and design to ensure that further developments meet the needs of the community and are in keeping with the character of the Parish, including in relation to its landscape, heritage and the conservation areas. The Neighbourhood Plan Steering Group is therefore making this “Call for Sites” to identify possible sites for development.

Please be aware that the proposal of a site does not necessarily mean that it will be included in the Neighbourhood Plan or that any site included will be granted planning permission for development. All sites will be assessed to determine their suitability and their ability to meet the objectives of the Neighbourhood Plan prior to residents making the final decision as to which site or sites are selected for inclusion in the reviewed Neighbourhood Plan.

 

Submissions to the Call for Sites must be made by 2359 on 28^th September 2026.

Entries to the Stebbing Remembrance Race 2026 now open

Entries have now opened for this year’s Stebbing 10 - the annual 10 mile race held in the village on Remembrance Sunday.
